AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before national elections.
Study Shows Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the study pointed out.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the showing of the PVV.
The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.
Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
